First, universities weed out the weakest through their inability to complete the application procedure, before student files even reach admissions and awards. After they have sent letters of admission to those deemed worthy, they then cull the herd a third time -- individuals without the cunning, craft, or ability to navigate the labyrinth of required classes and acceptable sectioned labs are left to the minotaur and his friends.
Those souls who stumble, wide eyed and wild haired, into the sudden brightness of fluorescent lights are gathered into the bosom of the engineering department; which gleefully fails out two in three of the embittered survivors.

University choice? Even with wonderful advice, I wouldn't have been able to finance Queen's. (Grrrr.) And I still haven't heard back from Toronto.
