Fsck this.
My fish died, my car needs the CV shaft replaced, and my computer is beyond messed.
To those of you I owe writing, applications, or email: My apologies, but until I am able to force my personal computer to function for more than a few minutes, you're going to have to hold on to your hats.
elvenjen4: I'm going to try to run a fsck when I get home from work, but I don't know if I can get it to boot up that far -- it's been dying well before it's booted.

The Norton disk will still work. You need to run it as the Startup disk and run utilities from it that way. What you do is (when it's off) get a paperclip and stick it in the hole next to the CD tray. That'll eject the tray. Put the CD in and close it. When you hit the power button, immediately press and hold the "C" key until you start up with the system. That will boot from the CD system. It's okay if it's System 9 it'll still repair (hopefully) files on your harddrive.
Also if you can, pop up your keyboard (from the top) and take out the extra memory chip. It should be around the top left corner of the keyboard. If you have an Airport wireless card, take that out, and it's underneath. It may be a bad memory chip. You'll know which one to take out because you can't take out the 128. :) If you have some small screwdrivers or people who recognize computer parts, do it!
There's also something called Open Firmware mode that I have to research some more.
If none of that works, I'll research Firmware and get my friend to send you the OS X Norton. Then, take it to a store or send it down to us. And yeah, get a new battery. :)

Remove the battery entirely. Do no troubleshooting with the battery in the laptop. Also remove any and all secondary devices (CD drive, any memory not built-on, all removable cards, etc.) You can find on the web at Apple's support site a manual that will explain how to remove this stuff. I'd link directly here but I don't know what model of notebook you've got.
If you still get an error on boot without the CD drive (if it's removable) then hit the PRAM. If you get one after that, throw the CD drive back into the laptop and boot to OS 9. You can boot by pressing C until you see a background that is different from your normal one. It will give you the options of installing the OS on top of itself (non data destructive) or rebuilding the laptop (data destructive.) You do not want to see anything that says "Formatting." The SECOND you see this, unplug the laptop IMMEDIATELY. You will have about four seconds after it begins to say 'formatting' before it has actually done significant enough damage to result in errors.
If a repair of the OS does not work, I would suggest, if you have data you need to keep, you take the laptop to an Apple Certified shop immediately. Or, you can email me with the exact details of your system (model, processor, exact version of the OS, etc) and I can troubleshoot from here. Maybe this'll help you pre-troubleshoot before she gets back to you. (You don't mind, right C?) She has a 12.1" transluscent white iBook, G3 800 (32 VRAM). (We looked this up on the Apple site.) She's got System 10.1.5 and 640 ram.
I tried searching for open firmware on Apple's site but I couldn't find anything about using it with the iBook, it just mentioned the PowerBook. Is going into the console for firmware before startup only available on PowerBooks?

So. I've zapped the pram. I've been attempting to run fsck, but it says it is unable to do anything. Norton has killed a huge number of B-Tree and Volume ... something (Volume Header Blocks?) errors. My mind is blank. I can keep Safari running for a bit, but AIM and IE kill it immediately.
Norton is now erroring out, and refusing to let me do any more repairs. Error 23005.

Those errors sound about right... but I don't know any more about Norton repairs. :( I'll ask around a bit more with the knowledge you gave!

Problem is, I haven`t been running filesaver, so I`m going to lose a lot of stuff, I think.
Is this an advisable course of actionÉ

If you can find ANYone with a firewire port, ask if you can boot your computer in firwire disk mode and transfer some files. You do this by plugging in your two computers (via firewire cable) while yours is still off, and start yours up by holding down the "t" key until you get a big orange firewire symbol floating on the screen. Then the other computer just thinks of yours as an external harddrive.
